You may not always have the need to purchase large quantities that are structured with deliver dates over a large time frame. Sometimes you only need a handful of components. Components that are built to military specifications are an important attribute of a distributor. It demonstrates a strong commitment to quality. Military specifications are stringent and are not easily understood by all distributors.
